DEFINITION

High performance schools are defined as schools that have ethos, character and a unique identity in all aspects of education. They have a tradition of high performance work culture that develops national human capital in a holistic and sustainable manner, who are competitive in the international arena. They are the preferred choice of school among the public.

RATIONALE

The rationale for appreciating and giving recognition to the high performance schools in the education system are as follows:

  1. Raising the Quality of the Best Schools
  2. To improve the quality of school performance by increasing the levels of school autonomy to carry out educational innovations (e.g. organisational management, instructional management, curriculum management, financial management and human resource management)

  3. Producing Outstanding Students
  4. To produce outstanding students of international calibre to enable them to pursue their studies in the best educational institutions in the world, and to be exceptional personalities in all fields of endeavour.

  5. Bridging the Gap between Schools in the System
  6. To inspire other schools to develop and raise their work culture excellence through benchmarking exercises, professional guidance and networking with high performance schools .

SELECTION

  1. First Screening
  2. Schools in band one (1), i.e. primary schools with a composite score of at least 85% and secondary schools with a composite score of at least 90%, are required to fill in the High Performance School Recognition Nomination Form (BPP-SBT). The composite score is equivalent to 70% of the school grade point average (GPA) and 30% of the Malaysian Education Quality Standards (MEQS). The schools will be listed according to their composite scores and scores in the BPP-SBT.

  3. Second Screening
  4. The MOE will select eligible schools from band one (1) to be evaluated and verified by the Inspectorate and Quality Assurance (IQA) using the MEQS instrument and Annex-High Performance School (HPS). Annex-HPS will evaluate five characteristics of school excellence and distinction, i.e. outstanding personalities, awards received, networking and benchmarking practices.

  5. Third Screening
  6. Schools that have been verified by the IQA are sorted according to the MEQS rating score and Annex-HPS. Only schools with an MEQS rating score of at least 90% verified by the IQA and at least 40% in the Annex-HPS, will be considered. The selection committee will select determine the schools that are eligible to be recognised as high performance schools.

  7. Incentives
  8. A school recognised as a high performance school is given special provisions, incentives and training for its leaders, teachers and management service staff. The school management is also given autonomy to aspects of curriculum management, financial management, human resource management and selection of students.
